Slaughterhouse in Buffalo Wins Zoning Approval

City zoning officials have approved plans by two Brooklyn businessmen to open a slaughterhouse on William Street where they plan to butcher poultry, goats, lambs, rabbits and calves.

The Common Council will likely approve the business' license, Council President David A. Franczyk said today.









The building at 1285 William St. at Babcock Street also houses a Subway sandwich shop, and its owners are worried the slaughterhouse could put them out of business.

The Zoning Board of Appeals unanimously approved the plan, but with some conditions. No outdoor animals pens will be allowed. The roof and walls must be insulated to prevent odors from seeping outside, and a vent must be installed. All proper permits will also have to be obtained from the city, county and state.

Mustasa Jaarah said he's pleased with the decision and expects to begin renovations by early May. He hopes the slaughterhouse will be open by August or September. The project will include a butcher shop and farmers' market.

The Zoning Board announced its decision one day after project supporters and opponents faced off at a City Hall hearing. The outcry against the slaughterhouse is "getting louder and louder," said Bobby Horton, who owns a Subway sandwich shop in the same building that would house the new business. Horton said 300 people have signed a petition that opposes the plan.

Any odor from the slaughterhouse could doom his business, he told zoning officials.

"If there's a stench, and even one or two people get a whiff of that, we're done," he said.

His wife, Felicia Horton, said the mere thought of having butchering operations under the same roof as a Subway shop could turn off many of her customers.

"If they're cutting up [animals], are you going to want to come up front an eat some meat?" she asked.

But Jaarah said he's convinced the two businesses can coexist under the same roof and thrive.

"They definitely will not smell anything bad. We're not going to create any problems for them," said Jaarah, who is opening the business with his father, Yousef.

Humanity Even for Nonhumans

One of the historical election landmarks last year had nothing to do with race or the presidency. Rather, it had to do with pigs and chickens — and with overarching ideas about the limits of human dominion over other species.

I’m referring to the stunning passage in California, by nearly a 2-to-1 majority, of an animal rights ballot initiative that will ban factory farms from keeping calves, pregnant hogs or egg-laying hens in tiny pens or cages in which they can’t stretch out or turn around. It was an element of a broad push in Europe and America alike to grant increasing legal protections to animals.Spain is moving to grant basic legal rights to apes. In the United States, law schools are offering courses on animal rights, fast-food restaurants including Burger King are working with animal rights groups to ease the plight of hogs and chickens in factory farms and the Humane Society of the United States is preparing to push new legislation to extend the California protections to other states.

At one level, this movement on behalf of oppressed farm animals is emotional, driven by sympathy at photos of forlorn pigs or veal calves kept in tiny pens. Yet the movement is also the product of a deep intellectual ferment pioneered by the Princeton scholar Peter Singer.

Professor Singer wrote a landmark article in 1973 for The New York Review of Books and later expanded it into a 1975 book, “Animal Liberation.” That book helped yank academic philosophy back from a dreary foray into linguistics and pushed it to confront such fascinating questions of applied ethics as: What are our moral obligations to pigs?

John Maynard Keynes wrote that ideas, “both when they are right and when they are wrong, are more powerful than is commonly understood. Indeed the world is ruled by little else.” This idea popularized by Professor Singer — that we have ethical obligations that transcend our species — is one whose time appears to have come.

“There’s some growth in numbers of vegetarians, but the bigger thing is a broad acceptance of the idea that animals count,” Mr. Singer reflected the other day.

What we’re seeing now is an interesting moral moment: a grass-roots effort by members of one species to promote the welfare of others. Legislation is playing a role, with Europe scheduled to phase out bare wire cages for egg production by 2012, but consumer consciences are paramount. It’s because of consumers that companies like Burger King and Hardee’s are beginning to buy pork and eggs from producers that give space to their animals.

For most of history, all of this would have been unimaginable even to people of the most refined ethical sensibility (granted, for many centuries those refined ethicists were also untroubled by slavery). A distinguished philosopher, Thomas Taylor, reacted to Mary Wollstonecraft’s 1792 call for “the rights of woman” by writing a mocking call for “the rights of brutes.” To him, it seemed as absurd that women should have rights as that animals should have rights.

One of the few exceptions was Jeremy Bentham, the philosopher who 200 years ago also advocated for women’s rights, gay rights and prison reform. He responded to Kant’s lack of interest in animals by saying: “The question is not, Can they reason? nor, Can they talk? but, Can they suffer?”

In recent years, the issue has entered the mainstream, but even for those who accept that we should try to reduce the suffering of animals, the question remains where to draw lines. I eagerly pushed Mr. Singer to find his boundaries. “Do you have any compunctions about swatting a cockroach?” I asked him.

“Not much,” he replied, citing reasons to doubt that insects are capable of much suffering. Mr. Singer is somewhat unsure about shellfish, although he mostly gives them the benefit of the doubt and tends to avoid eating them.

Free-range eggs don’t seem offensive to him, but there is the awkwardness that even wholesome egg-laying operations depend on the slaughtering of males, since a male chick is executed for every female allowed to survive and lay eggs.

I asked Mr. Singer how he would weigh human lives against animal lives, and he said that he wouldn’t favor executing a human to save any number of animals. But he added that he would be troubled by the idea of keeping one human alive by torturing 10,000 hogs to death.

These are vexing questions, and different people will answer them differently. For my part, I eat meat, but I would prefer that this practice not inflict gratuitous suffering.

Yet however we may answer these questions, there is one profound difference from past centuries: animal rights are now firmly on the mainstream ethical agenda.

A good friend sent me the following essay by Sam Smith from an online magazine called "Progressive Review." The essay is a response to an inquiry from writer David Sirota about how we may deal sanely and effectively with the difficult times in which we live.

- Over the last decade, I went from idealistic college kid, to idealistic Hill staffer, to cynical political campaign operative, to angry/angsty writer/activist, to full-time journalist, and in this last stage, I've hit an existential question that I think many are struggling with in their own lives, regardless of their age: What....am I doing?

Thanks to the economic meltdown, ensuing AIG bonuses, and promotion of economic criminals to top White House jobs, it has never been more clear that the American economy and political system is one that rewards everything we say we don't want to reward.....Why do we just sit here and take it? And if we're not going to take it, what....should we do? Most of us who have a job are totally overworked - we barely have time for our families. Those of us who are out of work are scratching and clawing to survive - they barely have time for anything else. So what should we do?

Sam Smith, 2004 - We must learn to stand outside of history. Quakerism, for example, prescribes personal witness as guided by conscience - regardless of the era in which we live or the circumstances in which we find ourselves. And the witness need not be verbal. The Quakers say "let your life speak," echoing St. Francis of Assisi's' advice that one should preach the gospel at all times and "if necessary, use words."
There are about as many Quakers today in America as there were in the 18th century, around 100,000. Yet near the center of every great moment of American social and political change one finds members of the Society of Friends. Why? In part because they have been willing to fail year after year between those great moments. Because they have been willing in good times and bad -- in the instructions of their early leader George Fox -- "to walk cheerfully over the face of the earth answering that of God in every one "

The existentialists knew how to stand outside of history as well. Existentialism, which has been described as the idea that no one can take your shower for you, is based on the hat trick of passion, integrity and rebellion. An understanding that we create ourselves by what we do and say and that, in the words of one of their philosophers, even a condemned man has a choice of how to approach the gallows.

Those who think history has left us helpless should recall the abolitionist of 1830, the feminist of 1870, the labor organizer of 1890, or the gay or lesbian writer of 1910. They, like us, did not get to choose their time in history but they, like us, did get to choose what they did with it.

Would we have been abolitionists in 1830?

In 1848, 300 people gathered at Seneca Falls, NY, for a seminal moment in the American women's movement. On November 2, 1920, 91 year-old Charlotte Woodward Pierce became the only signer of the Seneca Falls Declaration of Sentiments and Resolutions who had lived long enough to cast a ballot for president.

Would we have attended that conference in 1848? Would we have bothered?

Or consider the Jewish cigar makers in early 20th century New York City each contributing a small sum to hire a man to sit with them as they worked - reading aloud the classic works of Yiddish literature. The leader of the cigar-makers, Samuel Gompers, would later become the first president of the American Federation of Labor. And those like him would become part of a Jewish tradition that profoundly shaped the politics, social conscience, and cultural course of 20th century America. It is certainly impossible to imagine liberalism, the civil rights movement, or theVietnam protests without the Jewish left.

These are the sort of the stories we must find and tell each other during the bad days ahead. But there is a problem. The system that envelopes us becomes normal by its mere mass, its ubiquitous messages, its sheer noise. Our society faces what William Burroughs called a biologic crisis -- "like being dead and not knowing it." Or as Matthew Arnold put it, trapped between two worlds, one dead, the other unable to be born.

The unwitting dead -- universities, newspapers, publishing houses, institutes, councils, foundations, churches, political parties -- reach out from the past to rule us with fetid paradigms from the bloodiest and most ecologically destructive century of human existence. What should be merely portraits on the wall of our memories run our lives still, like parents who retain perpetual hegemony over the souls of their children.

Yet even as we complain about and denounce the entropic culture in which we find ourselves, we are unable bury it. We speak of a new age but make endless accommodations with the old. We are overpowered and afraid.

To accept the full consequences of the degradation of the environment, the explosion of incarceration, the creeping militarization, the dismantling of democracy, the commodification of culture, the contempt for the real, the culture of impunity among the powerful and the zero tolerance towards the weak, requires a courage that seems beyond us. We do not know how to look honestly at the wreckage without an overwhelming sense of surrender; far easier to just keep dancing and hope someone else fixes it all.

We are overpowered and afraid. We find ourselves condoning things simply because not to do so means we would then have to -- at unknown risk -- truly challenge them.

Yet, in a perverse way, our predicament makes life simpler. We have clearly lost what we have lost. We can give up our futile efforts to preserve the illusion and turn our energies instead to the construction of a new time.

It is this willingness to walk away from the seductive power of the present that first divides the mere reformer from the rebel -- the courage to emigrate from one's own ways in order to meet the future not as an entitlement but as a frontier.

How one does this can vary markedly, but one of the bad habits we have acquired from the bullies who now run the place is undue reliance on traditional political, legal and rhetorical tools. Politically active Americans have been taught that even at the risk of losing our planet and our democracy, we must go about it all in a rational manner, never raising our voice, never doing the unlikely or trying the improbable, let alone screaming for help.

We will not overcome the current crisis solely with political logic. We need living rooms like those in which women once discovered they were not alone. The freedom schools of SNCC. The politics of the folk guitar. The plays of Vaclav Havel. Unitarian church basements. The pain of James Baldwin. The laughter of Abbie Hoffman. The strategy of Gandhi and King. Unexpected gatherings and unpredicted coalitions. People coming together because they disagree on every subject save one: the need to preserve the human. Savage satire and gentle poetry. Boisterous revival and silent meditation. Grand assemblies and simple suppers.

Above all, we must understand that in leaving the toxic ways of the present we are healing ourselves, our places, and our planet. We must rebel not as a last act of desperation but as a first act of creation.

Thoughts on Bill O'Reilly and Squeaky the Chicago Mouse

Dear Bill: Thanks for including the Chicago Sun-Times on your exclusive list of newspapers on your "Hall of Shame." To be in an O'Reilly Hall of Fame would be a cruel blow to any newspaper. It would place us in the favor of a man who turns red and starts screaming when anyone disagrees with him. My grade-school teacher, wise Sister Nathan, would have called in your parents and recommended counseling with Father Hogben.
Yes, the Sun-Times is liberal, having recently endorsed our first Democrat for President since LBJ. We were founded by Marshall Field one week before Pearl Harbor to provide a liberal voice in Chicago to counter the Tribune, which opposed an American war against Hitler. I'm sure you would have sided with the Trib at the time.

I understand you believe one of the Sun-Times misdemeanors was dropping your syndicated column. My editor informs me that "very few" readers complained about the disappearance of your column, adding, "many more complained about Nancy." I know I did. That was the famous Ernie Bushmiller comic strip in which Sluggo explained that "wow" was "mom" spelled upside-down.

Your column ran in our paper while it was owned by the right-wing polemicists Conrad Black (Baron Black of Coldharbour) and David Radler. We dropped it to save a little money after they looted the paper of millions. Now you call for an advertising boycott. It is unusual to observe a journalist cheering for a newspaper to fail. At present the Sun-Times has no bank debt, but labors under the weight of millions of dollars in tax penalties incurred by Lord Black, who is serving an eight-year stretch for mail fraud and obstruction of justice. We also had to pay for his legal expenses.

There is a major difference between Conrad Black and you: Lord Black is a much better writer and thinker, and authored a respected biography about Roosevelt, who we were founded to defend. That newspapers continue to run your column is a mystery to me, since it is composed of knee-jerk frothings and ravings. If I were an editor searching for a conservative, I wouldn't choose a mad dog. My recommendation: The admirable Charles Krauthammer.

Bill, I am concerned that you have been losing touch with reality recently. Did you really say you are more powerful than any politician?

That reminds me of the famous story about Squeaky the Chicago Mouse. It seems that Squeaky was floating on his back along the Chicago River one day. Approaching the Michigan Avenue lift bridge, he called out: Raise the bridge! I have an erection!

Obama's Iraq Visit: Makes Surprise Trip To Baghdad On Way Home

BAGHDAD — On a trip shrouded in secrecy, President Barack Obama flew into Iraq on Tuesday for a brief look at a war he opposed as a candidate and now vows to end as commander in chief.


Obama flew into the country hours after a car bomb exploded in a Shiite neighborhood of the capital city, a deadly reminder of the violence that has claimed the lives at least 4,266 members of the U.S. military since March 2003.



The visit came at the conclusion of a long overseas trip that included economic and NATO summits in Europe and two days in Turkey.

Shortly before leaving Turkey, the president held out Iraq as an example of the change he seeks in policies inherited from former President George W. Bush.

"Moving the ship of state takes time," he told a group of students in Istanbul. He noted his long-standing opposition to the war, yet said, "Now that we're there," the U.S. troop withdrawal has to be done "in a careful enough way that we don't see a collapse into violence."

In office only 11 weeks, Obama has already announced plans to withdraw most U.S. combat troops on a 19-month timetable. The drawdown is to begin slowly, so American forces can provide security for Iraqi elections, then accelerate in 2010. As many as 50,000 troops are expected to remain in the country at the end of the 19 months to perform counterterrorism duties.

Tuesday's trip was Obama's third to Iraq, and his first since taking office. He met with U.S. commanders and troops last summer while seeking the presidency.

Because of security concerns, the White House made no advance announcement of the visit, and released no details for his activities on the ground.

It was the last stop of an eight-day trip to Europe and Turkey during which Obama sought to place his stamp on U.S. foreign policy after eight years of the Bush administration.

He and other world leaders pledged cooperation to combat a global recession, and he appealed with limited success for additional assistance in Afghanistan, a war he has vowed to intensify. The new president drew large crowds as he offered repeated assurances that the United States would not seek to dictate to other countries.

"I am personally committed to a new chapter of American engagement. We can't afford to talk past one another, to focus only on our differences, or to let the walls of mistrust go up around us." Obama said before leaving Turkey. The visit to a nation that straddles Europe and Asia was designed to signal a new era. He had pledged as a candidate to visit a majority-Muslim nation in his first 100 days in office.

The president flew into Baghdad, and was spending his day at Camp Victory, where he arranged to speak to some of the 140,000 U.S. troops stationed in the country. He was awarding medals to several.

Plans to travel to the Green Zone _ the heavily fortified U.S. nerve center in Baghdad _ were scrapped because of bad weather.

Instead, officials said the president would speak by phone with Iraqi Prime Minister Nouri al-Maliki and President Jalal Talibani.
